Risk in project evaluation involves the probability of estimates failing. There are few more risk prone businesses than mining. Burmeister (1989) reviewed 35 Australian gold operations which were initiated in the period 1984 to 1987 and found that two-thirds of them had not achieved targeted gold production in the first full year of operation. For those that did exceed target, the overriding reason was a higher than anticipated plant throughput. Only two out of the 35 achieved their projected recovered grade. Burmeister observed that the reasons for the shortfall in grade included excessive dilution, inappropriate estimation techniques, inadequate geological interpretation, unreliable assays and inadequate drilling.

The U.S. Congress directed the U.S. Geological Survey (USGS) to develop a program plan for its mineral-resource activities. In 1995, the USGS completed the Mineral Resource Surveys Program (MRSP) plan requested by Congress (Appendix A). To obtain an independent review of the five-year MRSP plan, the U.S. Geological Survey, in a letter from Dr. Willis H. White, the Chief of the USGS Office of Mineral Resources, requested in July, 1995, that the National Research Council (NRC) evaluate the MRSP plan and recommend improvements.

Mineralisation of the Phalaborwa complex and the carbonatite connection in iron oxide-Cu-Au-U-REE deposits

The family of Proterozoic iron-oxide copper-gold deposits have as a unifying characteristic mineralisation which is dominated by titanium-poor iron oxides in which the total rare earth elements (REE) are enriched. The REE are typically LREE enriched and are concentrated in apatite and/or discrete REE phases. Carbonatites typically contain low-Ti02 magnetite and apatite as minor phases and are characterised by elevated total REE with extreme enrichment of LREE over HREE. Copper and gold are not, however, commonly associated with carbonatites.
